In a bathroom, can I install the following on each circuit:
20A circuit: washer, shaving receptacle gfci, general receptacle, fan (no heat)
15A circuit: lights
30A circuit: dryer

Can the lights be part of an entire apartment lighting circuit or must it be dedicated for the bathroom?
Alternatively, could I just put the whole bathroom on a 20A by itself? Lights, shaver receptacle, general receptacle, fan, washer?

Since washing machine then you need a circuit for "laundry area" separate from bathroom.
Your choice. Lighting can be fed from other rooms. Lighting can be on bathroom 20amp as long as it doesn't serve anything outside of bathroom.

Laundry circuit is to have no other outlets. If you consider receptacle part of laundry (ironing?) then could get a pass but that's up to your local AHJ. I see you are in Canada so rules might be a bit different than down here as well.

GFCI can also be provided by a "blank front" GFCI - looks like a receptacle but without slots.
If small baseboard heater (<800 watts) then should be able to put it on same 20A bathroom circuit and feed from GFCI receptacle.
