Can I put 3 14/2 or 3 12/2 cables in a 3/4 bored hole without having to derate?
They will run more than 24", probably throughout the length of the floor of apartment before splitting off to the relevant rooms.

The code says you have to start derating when the current carrying conductors is more then 3 in a group. This includes cables. However, derating doesn't really effect anything untill you get to more then 9 current carrying conductors when using wire and cables with a 90 degree insulating rating.

To answer your question directly: Yes, 3 cables is fine. Of course my info is based on the NEC.
