A Question For Electricians

I'm curious, not being an electrician myself, I'm wondering, if when electricians replace a main breaker in a residential service panel , is it common practice to pull the meter or do they do it with the power still on?

The meter is always pulled.
As an electrician...... I have pulled many meters to replace main breakers and panels.

I've seen it done with the power still on but that isn't something I would ever attempt or suggest someone do!!!
