Air compressor motor wont start

Older (30 yrs) compressor was being used and suddenly tripped the breaker when trying to start. Motor humms loudly and while humming you can't move the pulley. When you unplug the unit the pulley and pump will turn. Motor does have a capacitor on it. I'm guessing that is the problem. What's your opinion? Thanks.

It could be a defective capacitor but a more likely problem is with the centrifugal starting switch.
It'll be at the end of the motor where the wiring is.
