vapor barrier around new wall outlets

I am having work done to my house. I have had it rewired and the electricians put vapor barrier behind the new outlets on the walls. What am I to do with this before I put up my insulation?Do I tape the vapor barrier down on the stud or how do I secure this?

In a cold-weather climate, you put the vapor barrier on after this, cut an X at the outlets, and pull the edges of the piece of vapor barrier that encloses the box, thru the opening. Then tape it to the sheet of vapor barrier covering the wall. The idea is to form a continuous vapor barrier with the outlet on the "warm" side. This will eliminate drafts from behind the outlet.
