Water coming out of meter panel

I have a clogged irrigation drain that I tried to get loose by putting a hose down it but after about an hour of pushing the hose and water down the drain it started backing up out of a meter panel. It seems to be pushing sand up which I think might be underlayment for the concrete slab. Any ideas?

Does your electric come in by buried cable?

A few questions and few observations.
Wasn't the water coming back out the drain you pushed the hose down?
Why not?
The drain is obviously broken or the water would not be able exit to enter the electric conduit. Start digging up the drain and find the break.
The electric conduit may be fine. It could be just for protection as it enters the ground and not a continuous system.
Be careful digging. The electric line is obviously close to the drain.

One more question. What's an irrigation drain?

I'd really like to see some pictures, am having a hard time visualizing what you have going on.
