Twin Bulb Fixture Only Half Right

I have a twin bulb ceiling fixture. The one bulb will not work except on those rare occasions when the planets align and omens are correct. I tried bending the bottom contact up (yes, I killed the juice first) but no luck. I've swapped bulbs, rewired, etc. Suggestions?

Thanks for responding. For the rewiring, I removed it from the ceiling and checked the wires as they were hooked to the house wiring. The ylook good but I redid the connections, this time twisting each pair of fixture wires to each other and then twisting them to the house wires and capped them with wire nuts.
The lamp itself cost $19.00. What can I say. I cheap.

Three things that you might want to check if this fixture is a flourescent fixture instead of an incandescent fixture.
If one wire is not making good connections in the light sockets you may have what you descibed.
If you have one prong of the florescent tube not in place in the socket thus not making connection you may have what you described.
If you do not have that light fixture grounded by an equipment grounding conductor, usually bare or green. This grounding wire causes an magnetic field assisting the gases in the flourescent bulb to ignite.
