Stray wire threads in panel

Stray wire threads in panel

I'm doing a bunch of electrical work on my place and cleaning up the panel but I noticed last night when I looked very closely, there is a wire thread coming from the main feed into the panel and coils down to the neutral bar.

I've done a lot of electrical work over the years but not dealing with the sure the best way to remove this. I have had some weird issues with the grounds and neutrals here which maybe this could account for.

Any ideas?

Is that actually wire ?
It's too small to be of any type of help. It should be removed.

Looks more a piece of thread, take a pair of needle nose pliers and pull it away from the neutral .
