What's with the lower right 2 spaces in my square D QO panel? Breakers don't fit

Ok. I'll try and make it somewhat short. Panel has stickers down both sides next to the bus bar that say no QO-T. except the bottom two right spaces don't have the sticker but they do have these little plates spot welded where the dead of the breaker would Clip to. It stops my regular breaker from being able to clip on but it also does not let a QOT tandem clip-on either if I stuff the little hook in there you can see the other side won't even reach the terminal to clamp to the bus bar. I'm on my phone so when I get to a computer I'll make it so the pictures show without having to click on them.

Look at the sticker on the door.
It will have a breaker diagram showing where you can or can't use tandems.

That panel looks like it's seen a lot of high current action. The busses are heat discolored.
(or the busses are corroded and the heat is from a poor connection)

I would say itís quite clear that panel is not designed for any more breakers.
