changing condenser breaker fro 60 to 30 amp
condenser label requires 30 amp breaker, but mine is 60 amp. Electrician said just to change the breaker on the service panel which i think will be from 40 to 30 amp. Is that correct/

Your breaker is 60A but you'll be changing from a 40A to a 30A.
I think something got lost in the translation.
Many times a larger service than needed is run to an A/C condenser or it was a heat pump system with electric heat and was needed at one time. You can change the breaker in the main panel that supplies it to a 30A or you may have a fused disconnect at the condenser where you could change to 30A fuses.
