Meter socket with disconnet, does main panel need to be wired as subpanel?

I'm in the process of installing brand new service entrance equipment to a project house (residential dwelling). The meter socket comes with a 5th jaw and a disconnect. The utility company requires that the 5th jaw be directly connected to the neutral. I'll be using the model number MM0202B1200RJB for the socket equipment. This will be installed on the exterior of the house, and will run inside to an interior main breaker panel. Does that main breaker panel have to be wired as a Subpanel?

Yes. The breaker outside is your main breaker and your panel inside needs to be wired as a sub panel.

The first means of disconnect past the meter is where the neutral to ground bond takes place. This is your service. The bypass disconnect in the meter socket does not count.

The panel op has also come with main breaker in the panel next to the meter base.
This will be where neutral and ground is bonded.
