Welcome to the forums.

You need to check all connections even the one at the back of the oven.

From GE:
Electric wall ovens are not approved for installation with a plug and receptacle.
They must be hard wired in accordance with installation instructions.

There should have been a hardwired metal whip with bare wires that connects to a user supplied junction box.

Sounds like a bad connection somewhere.

This bad connection would be a high resistance.
So you will see 120 volts to Neutral but as soon as you plug in a load the 120 volts is dropped across that high resistance and you see 0 volts.

I am assuming you see 120 volts black to white and 120 volts red to white with the oven disconnected.
If the black to white is a fair amount less than 120 then it is ghost voltage and you have an open connection on the black wire

What voltage do you have between black and red? Did you use a two pole breaker or a tandem?
