Power outages in one part of my house

Well now more often power goes off to the outlets in my living room and a row of outlets on one side of my house. After a few minutes they come back on. None of the circuit breakers trip, why I don't know. This last time the whole switch box didn't seem to be getting full power, because I tried the box's test breaker and it didn't work. Then all of a sudden everything worked again, including the test breaker. Also the lights flicker really bad at times. I don't know what's going on here. Could you please help me. If there is a way I could fix this myself. Thank You.

I suggest you find a qualified, preferably licensed, electrician to troubleshoot the electrical problems.

Perhaps save yourself some bucks and ask the power company to check out their side first. These symptoms are quite typical of a problem that the power company will fix. Only if the power company says everything is okay would it be worth it to pay for your own electrician.
