Can 10/2 romex on a double 30amp support subpanel?
My house at some point hat 2 hot water heaters. I'm wondering if I can use the extra one for a small sub panel in the basement. Its 10/2 romex on a double pole 30 amp breaker. Would this work if so what size/amp sub panel would it support. It would be great if I could add 2 or 3 15 amp breakers and 2 or 3 20amp breakers. Any chance this would work?

That would be perfect. Do you mind explaining what changes I should make in the panel? What amp sub panel would i use. I would like to have 3 more 15 amp circuits for lights and 3 20 amp circuits for receptacles. All 120v. Thank you.

Since you don't have neutral, you can have 120V only or 240V only panel.
If you want 120V only panel, you have to move white wire on the double pole breaker to neutral bus bar in the main panel. You may keep double pole breaker and just use one side only.
In the sub panel, you have to connect both buses in to black wire. You can do this with a jumper wire or just pigtails.
Connect white wire to neutral bus bar and bare wire to ground bus bar (usually sold separate).
