what is it
Poco came out and added this to the pole. There are no electric or cable wires on this pole, it's just there [across the road] to attach the guy wires for the pole that has the cables going up to my house. Any idea as to what it is or for?

I don't know why the pic came out so small 
It looks like a piece they use to protect wire when it comes out of the ground except there is no utilities of any kind on that side of the road. That pole has been there for close to 30 yrs. All the ground is slate rock but I assume the pole is good and secure. This is something they did yesterday.

Are you talking about the half round covering fastened to the pole ?
More than likely they ran a ground wire down the pole.
Look up and see if there is a wire attached to the guy wire and coming down the pole.

That's what has me puzzled, there is no wire/cable above that half round cover. There is also some type of top or deflector where the cable protector stops. They felt the need to spray paint it all brown for some reason.

That pole is across a ditch and a few feet up the hill. I'm pretty sure that pole is original to the service going up to my house and that would be about 30 yrs ago. How long do telephone poles usually last?

How long do telephone poles usually last?
It's mostly dictated by ground rot.
The poles in my area are over 60 years old as they are in sandy soil.
