Heat meter?

Heat meter?

My house has a separate meter for heat. The house had several electric cove heaters. Now I've eliminated all of them and now only have 2 heat pumps both running through the heat meter. My question is the meter power itself was piggybacked with one of the double pole 20 amp breakers running a heater. Is this required or can it have it's own breaker? Didn't know if they did it to save space or if there is a reason for doing it that way. Thanks.

It likely can have its own breaker, but the meter likely draws such little power it is likely not necessary.
