What voltage is the motor set for? What voltage are you running it at?

If the motor has a start switch that clicks off when it comes to speed it could be stuck and running on the start winding.

It's also possible the overload protector could be bad. It's a rare problem, but does sometimes happen. Klixon is the brand I remember.

Forgot to mention that a dull blade increases the load tremendously. Be sure you have a good sharp blade on the saw.

$28 gets you a badly needed ammeter. This will lead you to a solution without guessing.
