Changing 4 prong to 3 prong dryer cord

I'm changing dryer wire from 4 prong to 3 prong wire.

I can't get the last screw out of the terminal block. It loosened but not all the way and now just turns when I use screwdriver but isn't doing anything. There is a black thing to the right of this screw that kind of feels like electrical tape but I don't see where it connects. I moved the tape over and it didn't allow me to unscrew more.

Any ideas?

Common problem The connection was loose and heated up. Nut is welded to screw. You will have to replace the Terminal block Post the dryer model # and can lead you to a part.

Oh ok. I attached a pic of the model number. I just bought the pair used from fb.

GLTF2940ES3 is the washer
GLEQ2152ES0 is the dryer.

The OEM generic part number 134101400. It's widely available.
