dimming lights

The lights in my house keep dimming and brightening all day long. Also the TV gets louder and softer. The house is 13 years old and well maintained. I tried to see if it was when the washer or dryer or air conditioner kicked in, but there seems to be no pattern to the dimming and brightening. The only related event is the circuit breaker was kicked off in the basement this week. And our upstairs air conditioner needs replacing. The air conditioner repair man says it is pulling a lot and not energy efficient. But it still works. CAn you figure this out? Thanks

Ever seen the movie, "Gaslight"?

If this seems unrelated to what's going on inside your house, maybe it's related to what's going on outside. Call your power company and ask if they will check your service.
