fuse blew twice

After the fuse blew in the bathroom and hallway, I installed another 15 amp fuse. It brought the lights back on but the fuse blew again shortly afterwards

Something is overloading the circuit. You need to track down the problem before replacing it again.

Have you done any work in the house? Replaced any outlets, switches or light fixtures? Something could be touching and shorting out. If you've sunk a nail or screw into a wall to hang a picture you could have hit a wire.

A house still using fuses (as opposed to circuit breakers) probably has one branch circuit serving several rooms possibly both upstairs and downstairs. So the other appliances, electronics, etc. being used at the same time so as to overload that branch circuit could be some distance away from the bathroom where you first noticed the circuit's going dead when the fuse blew.

Whenever a fuse blows, putting in a new fuse is not the first thing to do. Also check for appliances such as dehumidifiers that cycle on and off, and that might be on the same branch circuit, and unplug them before trying a new fuse.
