ac 110v

ac 100v turn breaker on, light comes on then dims

100v where ?

Light comes on and dims.
Could be a bad breaker, a bad connection in a box, a bad switch, a bad light fixture.

Is the light controlled by a dimmer switch (on the wall)? Some dimmers left in a mid-position might take some time get the light to the corresponding brightness when the power is applied by turning on the panel breaker. You might not notice the delay when turning on the light using the dimmer switch.
