Main Breaker Grounding

My breaker/main cutoff is on the opposite end of.my house from my water supply line. The ground wire runs along the natural gas line between the two. Can I run the ground to the outside and connect it to two grounding rods or does an internal main box need to be grounded internally?

It should have both. The main water line if metal should be grounded where it enters the house and you should have ground rods. The rods can anywhere convenient to the main disconnect.
