Three rocker switches

I'm replacing some switches (with countdown timers) and replacing the cramped switch box in my bathroom with a bigger box. When I pulled out this 3-rocker switch, there was a short black wire connected to the "common terminal" hole (shown on the left). I was taken by surprise because I believe this short black wire was connected to nothing. I suppose that it's possible that it broke off from being connected. The copper wire on the other end is actually broken off about 3/8th of an inch inside the black casing of the wire. So this suggests that it may have indeed broken off.
This 3-rocker switch controls the vanity lights (1), the ceiling fan (2) and the ceiling heater (3). Where is the hot line for these 3 switches? I'm assuming that the 3 connectors on the right are for each of the three respective loads.

Yes.... the common terminal would be the hot "in" to all three of those switches.
The 1, 2 and 3 terminals are the switched outputs.
You will need to add short tails to the hot wire. You'll need a tail for each device you are adding.
