Water heater thermostat

Question

I have seen this posted before but I cant remember when, My water heater is not heating whatsoever. I check the elements with my meter they had continuity, the top thermostat had 120 coming in, the bottom had no reading. Ok, am I doing this right or can you tell me step by step on how to check this. I am pretty handy and can help myself with stuff plus I got the tools to do it, all I need now is the know how..........Thks.

Use a voltmeter at the heater element's terminals. If the meter reads 220 volts then I suspect the element is shot. Sometimes you can read continuity but the element may have a pin hole or slightly larger hole. It's usually the bottom element that goes bad first. Check both elements for voltage.
