Flourescent Lights - repair

I have some old Flourescent lights that need some repair. The fixtures have both a balast (sp????) and a "starter". I belive the balast is bad. I understand that I can modify/upgrade the fixture to accomodate only the balast but am not sure how to do this. Can I simply replace the end (socket) that has the starter in it, then put a modern balast in it? Anything else I need to know about this. I replace a balast on another fixture without the starter with no problem but am not sure about this one.
Any help would be appreciated.

Jerry, go look at some new fixtures. I think you'll find that replacing the whole fixture is more economical than the repairs you're attempting.

Thanks for the response. I agree that it may be more economical in the long run but the owner of the business does not want to spend the money on new fixtures so I am trying to figure out how to upgrade them.
