3 plug 240 volts 30 amps to 4 plug 60 amps

would like to know how would you change a 3 plug 240 volts outlet 30 amps to a 4 plug outlet 240 volts 60 amps.

In general, you can't.

The answer to your question is the same if you'd asked how to completely remove one circuit from receptacle to the breaker, and to add a new circuit. You need to remove the breaker, remove the cable (actually optional), remove the receptacle. Then install a new breaker, install new cable (larger and with more wires), and install a new receptacle.
