What looks like charred ROMEX / charred insulation around my main breaker box

Okay, so how screwed am I? Doing some DIY stuff in my garage, and found this to my surprise when removing insulation around the breaker box. Pulled down insulation around outlets elsewhere in garage - same thing, what looks like charred ROMEX and charred paper backer on the insulation batts.

After some googling around, many seem to say 'it's just tar from the paper, no worries.' but those marks on the back of the insulation backing sure make me nervous! Wouldn't there need to be significant heating to get that kind of thing happening? House was built 2006; am second owner; this is all original insulation and wiring from '06.

It's just a reaction between the paper backing and the plastic jacket on the cable. I imagine you can take something like mineral spirits and clean the black off the wires. Bottom line I think you're okay.
