Odd outlets in new home
How safe are these types of outlets? Hardly any insulation is removed so I guess that's a plus.

Looks like a mobile home receptacle. AFAIK, there are no widespread safety issue with them when properly installed using the correct tool to stake the wire into the clips.

These are receptacles/outlets that are used in a mobile home. They are self-contained (no electrical box used). I don't particularly like them when I had to work with them. They are used because the walls in the mobile home are normally much more shallow than that in a stick-built home so these are used instead.
You can see them here as an example: Mobile home receptacles/outlets and switches.
Just be aware. If you decide to replace these with typical regular receptacles and switches you will need to install boxes. Many of the boxes on the market will not fit in the shallow wall cavity of your mobile home. So plan carefully.

Thank you all for answering my questions. I'm going to add one here: I'm going to install smart light switches and this switch has two lines (I believe that's why they are marked) and one load. My question is how is it possible for there to be two lines in one switch?

You have three cables.
One is power in. One is power out. One is for the light,.
Power in and power out will connect white to white and black to black.
The white wire of the light goes to the white splice.
The black wire goes to the switch.
You'll need to add a short piece of black wire to the splice to go to the switch.
