Exit light troubles

As part of our congregations ongoing problems following a lightning strike we have a couple malfunctioning exit lights we are looking at. We got new exit lights to replace the old ones in case circuitry was fried on the old ones. One of our maintenance guys worked on one of them but it has problems.

The red exit LED lights up as they should. But the 2 emergency lights do not light up when you push the test button OR when you turn off the circuit breaker.

There is also an exterior dual head remote light on this exit light and it is lit ALL the time, and shows 3.7V. (It has 2 battery packs, three AA sized batteries that are 3.6v and they both show 3.7V when tested with a multimeter.)

There is also a red led indicator llighton the bottom next to the test button and it does not appear to be lit as brightly as the other exit lights that are working properly.

I'm assuming something is just wired wrong but don't know what. Thought I'd ask before trying to look at it myself. Any ideas?

These are Phillips Chloride VLLCR2R exit lights with vll2rgo remotes.

Is the supply circuit 120v ?
Did you connect to the white and black ?
It sounds like the high voltage wire may have been used in error.

Yes 120V,

That could be, the orange wire is supposed to be unused.

Correct... it needs to be capped off.

Other than that.... it's plug and play.

Check to make sure they are connected to the correct location

There is also an exterior dual head remote light on this exit light and it is lit ALL the time, and shows 3.7V.
Check and make sure that the remote head is not connected directly to the battery.

As PJ stated, they are pretty much plug and play. The remote heads connect to the board or to wire leads, the battery connects to the board. The line wires connect to power. If everything is correct then replace the fixture.

Hmm, he seems to think he capped the 277v wire. I'll check to see if they are plugged in correctly. They have to be... the remote head connector can only go one place.
