12 awg 20A continuous on 25A CB ok?

I need to install a 240v outlet in the garage for 20A continuous service (electrical vehicle charging). It will be a short 15' from the subpanel in the garage. I already have THHN 12 gauge wires and would like to use them. Manufacturer website says 30A max current. For 20A continuous I need 25A CB. Acceptable? Thank you.

Unfortunately not allowed by NEC 240.4(D). 10awg and smaller conductors are treated differently.
