I ran a new 20 amp circuit breaker/ 12-2 wire to my bathroom. Under what circumstances would one put in a 15 amp GFI instead of a 20 amp GFI here ?

Under any circumstances you choose. You can freely use either a 15-amp GFCI or a 20-amp GFCI. It doesn't make much difference. There's a long discussion of this in the following thread if you're inclined to research a topic that you don't really need to know any more about than you know now. The thread is about kitchen receptacles, but it applies to bathrooms too.
