the neutral wire coming into the main panel is spliced to copper wire with a wire clamp there dosen't seem to be any oxidizing material on the wires. Is this dangerous ? and if so how do you apply.

This neutral wire was not explained as to what if serves. Is this neutral wire a service entrance conductor from the meter? Is this neutral wire an aluminmum wire? Need this info to answer your question properly.

Sorry, the wire coming into the main panel is a aluminmum ground which is spliced to a copper wire that goes to the ground bar in the panel.
