Check the ballast for tar leaking out where the wires are coming out of the ballast. If you find tar in the metal cover of the light fixture your ballast had a melt down. If you have replaced both tubes and you have found no melted tar then check for a loose connection at the sockets. Also make note if these flourescent fixtures are exposed to cold weather, rapid start flourescent fixtures will not light correctly if below 50 degrees approximate. Also check that the prongs of the new tubes made it into the light socket and no one prong outside the tube sockets. If all the above checks good then by a new fixture or replace the ballast matching the old ballast.
Let us know what you find.
