Florescent lighting problems

I have a florescent fixture (30 years old) using two four foot bulbs that I replaced about four months ago after years of use. Recently, when the switch is turned on, one of the following will happen: 1) Neither light will come on, only a faint orange glow at one end. 2) One light will come on at half light with a pulsing effect. 3) Both lights come on at half light with a pulsing effect. 4) Both lights will act normal. Bulbs or fixture? Why?

If you have already tried new bulbs I would suspect the ballast is going or has gone bad. Inspect the ballast for oil or tar leaking from around the seams. If you find this substance oozing out, the ballast has broke down and needs to be replaced. If it looks good, I would try new bulbs, it wouldn't be the first time that someone got a bad bulb or one that failed within the first four months.
