Question New wiring

I am getting ready to start to wire my basement but had couple questions.

1) My basement, from what I can tell, is on two circuits both appear to be tied in with outlets/receptacles upstairs. The couple lights and receptacle already wired - should I leave them alone or pull them off on to a new circuit for the basement with the additional lights/receptacles?

2) My house is wired with the electric smoke alrams which are all on one circuit. For my new one in the basement, should I tie into the existing series?

House is wired with 12-2 and 12-3 NM-B wire.

Both questions rely on the amount of other stuff on the existing circuits.
1. If the basement stuff comes off of a kitchen or dining room receptacle circuit, or the existing cirucit is close to loaded already and could use some relief, recircuit them to a new one.
2. If nothing but smokes on the cirucit, then extend the existing and follow the same horn wiring, so that any one will activate all.
