no power at outlet
An outlet with a GFCI went out in my kitchen. I tried to reset it but found that neither button could be pushed in. I checked with a neon tester and found that I was still getting a current. After removing the outlet, I checked with a voltmeter and found that while voltage from the hot wire to ground was normal (120), voltage from hot to neutral was only 10-15. Does this mean I've got a short or break in the neutral wire between the outlet and breaker box? Any other possibilities? Any way to test this?

Your neon tester told you there was voltage.
If there was 120V from Hot-ground, good!
Check the wire terminations of the neutral wire from the outlet you are at, back to the breaker panel, and all palces in between that it might be spliced to other electrical loads.
