Kitchen Light

How do I add a light over my kitchen sink without running a wire back to the panel. There is a plug right next to the sink. Can I get power from the plug and how would I do that? I want the switch next to the plug anyway!!

You cannot tap this receptacle as it is one of the two required small appliance branch circuits that serve the kitchen countertop. These small appliance branch circuits are also required to serve the whole kitchen, dining room and the like. You will not be able to tap into these either.

Run wire back to the panel

So if I can't tap the plugs, I should just run a wire back to the panel??

Also the two plugs next to my sink should be GFI's right?
