weatherhead service size

1)can a sub panel be added to the lugs above the main breaker if the service to the house is already adequate to handle the extra load?
2)what is the likelyhood that my service down from the meter is already large enough to handle extra load and how do I tell for sure? the house is in michigan and built in 1974

Do you mean you want to put a second set of wires into those lugs? The answer then is no. You instead should add a 2 pole breaker and feed the subpanel from that.

Tell us more about the existing size of your main breaker and what loads are on your panel now for example any electric heat, range, dryer, hot water heater etc. plus the square footage of your house and we'll give you a good guess.
