Humming noise

Unhappy Humming noise

The breaker for my outdoor plug makes a humming noise like a neon sign when it is in the on position. If I turn it off there is no noise. Is this normal?

Also, it has happened a few times that the switch has turned itself off. Once when I was using a leaf blower which I have used before and since with no problems and once when someone was installing a new window. I don't know what he had plugged in.

Hope this helps

Sounds like the circuit is loaded pretty heavy, and when you go to plug something else in, it trips the breaker. What else is running on this circuit? Does this circuit run anything inside the house?

The circuit is dedicated solely to the outdoor plug. The humming noise disturbs me. None of the other breakers make this noise.
