The NEC defines an Outlet as: A point on the wiring system at which current is taken to supply utilization equipment.

A switch is not usually considered an outlet. It is possible however, that your state or local board of electricity defines it differently. Call them and ask.

Brownbagg,

Don't argue with the inspector about what he charges your questioning his judgement........if he passed your work whatever the fee it's cheap compared to spending days in labor changing things cause you complained about a fee.....

not complaining about fee, just cannot figure what info he needs for the fee. I got to count light fixtures, lights outlets, switch outlets, receptacle outlets, I confused, does a duplex gang box count as two or one?

You're asking the wrong people. It's clear that the county inspector's definition of "outlet" already differs from the NEC (the NEC would regard "switch outlet" as an oxymoron). Given that we know that the county inspector isn't using the NEC definition of "outlet", it's impossible to predict how he defines it.
