Ceiling light wiring problem

I am attempting to put a lamp up into the ceiling outlet. The wiring up there is confusing.

There are 2 sheaths. A White sheath has a red wire, white wire and a ground.

The black sheath has 2 black wires capped together, a white wire and a ground.

A dimmer switch controls this. With a voltmeter I get 60 V if I check the red wire and the white wire from the black sheath.

How do I proceed?

hello bxlucas,
hook the black of your light to the red in box and the white of light to the white in box. reasion u r only reading 60V is the dimmer is turned down.
