After a storm, three wall outlets no longer work. I flipped all of the circuit breakers from 'ON' to 'OFF' to 'ON', and they still don't work. What is wrong????

If your home is relatively up to current code standards, these outside outlets should be on a gfi protected devices.
Either each, or one will have a device and when dried out, just reset the button that has tripped.
There may be a case where this gfi will be indoors somewhere and still protection the outside outlets. Find your gfi outlets to see if any have tripped.
