Question

I am installing a new pump for inground pool. The pool house is wired for 110 and I need a 220 to run new pump. I do have 4 elements in a breaker box that is empty that it can be wired to. What is the best way to do this.

You seem to infer that there is a sub panel in the pool house. If so, that is where you need to derive your 220 circuit for your pump. It must be a dedicated circuit. You will also need a timer to operate the motor automatically.
If you do not have a sub panel in the pool house, then your circuit must come from your panel.
Just for information, this is a new pool, do you have a pool light? if so, this requires very specific wiring to abide by the code. Make sure you check this out. Grounding of all equipment and pool surroundings is also paramount.
