I have a double-30W tube flourescent light that has difficulty starting. When the switch is flipped, there is sometimes a 1-5 minute delay before the tubes light. However, if I simply touch the tubes, they light immediately (probably not a problem with wiring or grounding, since the fixture has been in place for 10 years without this occurring). Is this a problem with the starter, or with the ballast?

Probably the starter, if it has such. Try replacing the starter first, then the ballast. Starters are cheap and easy to replace, so it's the obvious thing to try first. It looks like a small metal can located near one end of one of the tubes. It is mounted in a twist-lock type of socket, so
a quarter turn anti-clockwise and it should come out.
