Fluorescent light

I recently installed three (new) flush mount, 120 volt, 2 bulb, 48" fluorescent lights in our church balconey. Two of the lights work fine but one of the lights keeps going dim. If I rotate on of the bulbs slightly, then they will brighten up properly. Could this be a bad connection, bad socket or bad bulb?
Also, what causes a fluoescent fixture to "buzz" rather loudly?

Your problem could be any one of what you mentioned. It also could be a weak ballast or low voltage. You also should confirm that each light is connected to a good equipment grounding conductor so the they can not communicate with each other thinking one is lit when the second on the same switch leg lights up. The equipment grounding conductor creates an electric field within that light that also assists the light to isgnite its gases.
