What is the best thing to use for removing rust from garden tools?

Best thing I have ever found and used is a wire wheel on a bench grinder or table top belt sander. If those power tools are not in your shop or garage, a hand held wire brush or sand paper can be used, just takes long and requires more physical work.

In addition to what Sharp Advice offered, a wire wheel in a drill would work ok.
A quick buffing with a wire wheel and some rust paint and they will look near new.
Just make sure you use eye protection.
