Help on Snow blower starter cord/rope

hello I need help on starter cord for my snow blower. The cord broke when I pulled it to start the snow blower. I took the end pulley winder off of the unit and rethreated the cord thru the wind-up mechanism then wound up the cord. I then put the mechanism ( wind-up for a lack of the proper name) then tried to start the blower. The cord pulled out but would not retract fully only retracted about one thrid it's length. Fortunately even this one thrid pull allowed the engine to start because the engine was still hot or at least warmed up and I was able to finish the job. However the pull cord hangs out about 2/3 of it's length and is not fully retracted as it should be. Does anyone know how to properly get the cord to retract fully . Would really appreciate some advice on this. Thank you all in advance for any assistence you can provide. Torgue1

You need to pre tension it by pulling the rope part way out, holding the spool, and re winding the cord. This will require removing the assembly again but you should be able to pre tension the rope easily once the assembly is off.
