old tobacco cutter

I acquired an old tobacco cutter, same model-type as shown here:
Vintage s C w w Co "Arrow" Tobacco Cutter | eBay

But mine the blade is all rusty as shown below, so I am hoping for some advice on a good method to try to get it close to be as shiny, if possible, as the one pictured above. I took a wire wheel brush to it already but it still has the brown rust tarnish pretty ugly in the metal. Any advice on a good method to try to get it shinier would be appreciated:

Here's a photo of my cutter machine, blade removed. Any advice on getting the machine body "purdied" up some too would also be great.

As well, comments on proper method(s) of getting my old blade sharpened correctly to get a proper sharp edge. I suppose a wet stone but I'm certainly not experienced with sharpening blades much. Thanks

A lot depends on how deep the rust is but you might be able to sand it out.

If you really want the rust gone look into electrolysis rust removal. Plenty of YouTube videos on the subject.
Don't use it on the tin plated machine, just the blade.

Cleaned an antique hand saw using electrolysis. Worked very well.

Okay I sanded it best I could using an electric sander. The first photo below is as good as that worst side got. Other side is second photo. Yeah I'll look at youtube about electrolysis rust removal as suggested. thanks again
