Craftsman Shop Vac Sparking

I have a 6.5 hp Craftsman shop vac that I plugged into a wall outlet that some idiot had wired to 277 volts. I turned it on and it began to spark like crazy and make a terrible noise, but it did spin. I immediately unplugged it, and took it to a known 120 volt outlet except it still does the same terrible arcing while it runs. I took it apart, cleaned the brushes and the commutator to no success. I then measured the resistances across the commutator bars. Measuring 180 degrees apart they are all the same, 1.8 ohms, but then when I measured the bars next to each other, there were two together at 2.2 ohms, while the others were 0.2 ohms. Would this cause the sparking? I don't see how it would.
