Hole in rubber stopper

Hi All , what would be the best way to drill a 3/16 hole in a 1 thick rubber stopper?

I've driven rubber tightly into a hole drilled in a board to hold it. Then drill it on a drill press. Make sure your hole in the wood goes all the way through so you can pound out the stopper when your done. This often doesn't produce the neatest hole. For a better quality hole I freeze the rubber, most of the time using liquid nitrogen but CO2 or dry ice isn't bad. Then there is always searching online for a stopper with a hole. I buy them all the time for my brewery. You can also check laboratory suppliers.
